[4/15] The 132-page report concludes, “Racial imbalance is educationally harmful to all children [and causes] serious educational damage to Negro children by impairing their confidence, distorting their self-image, and lowering their motivation.” It finds 55 schools in the state (45 in Boston) are racially “imbalanced,” with enrollments of more than 50% minority students. As remedies, the report suggests redistricting, building new schools, closing antiquated ones, and busing students between schools in close proximity, and promises additional state funds to schools that do so. The Boston School Committee subsequently votes 3-2 to reject the report’s findings, with Thomas Eisenstadt and Arthur Gartland in the minority.
